So the point is, the kids CAN be successful, but the parents shitty, low IQ habits and life style will likely stiffle that success or end up getting the kids killed through sheer stupidity like this case in OP. But yeah we need better controls on child rearing and families. I think we need like random yearly inspections of homes and interviews with kids to ask them if they're being treated right. So much trash has kids in bad conditions. I'm sick of seeing it and letting parents get away with it.

That would be the number one factor I would select for when eliminating parenthood if that were the law of the land. Ideally, we can shame inferiors from breeding with social control and not blunt laws. Normalize abortion and sex education, and condoms would go a far way. Also, free IUDs and vasectomies would help. It also need to be advertised.
