Whenever you see a European bragging about not "needing" a car, you can rest 100% assured it is cope.

Most of these specimens (specially Scandinavians) live in nanny state countries where the government has made car ownership very unaffordable on purpose.
(They themselves brag about how smart and forward-thinking they are for it)

This is done so the government can indirectly control where you can or can't go when designing public transport routes.
Having a car significantly increases your personal freedom and independence for a very low cost.
You can explore and go to plenty of places outside bus routes at your own leisure. You can shop further away for groceries, etc.

This freedom however is very hard to attain for these people that are confined to their cities, bound to the land like a medieval peasant.

There is light rail but the only place it makes sense in both states is along the Interstate 5 corridor. Minimum population density for light rail to be economically viable is around 7,000-10,000 people per square mile and this pretty much only exists in Seattle, Portland and a few of their suburbs.

The states are both bisected by a mountain range and the eastern halves are semiarid and have only a few population centers, far enough away and not closely economically linked to the western half of the state that puddlejumper flights make more sense than building out rail capacity. Not a lot of demand for Seattle-Spokane trips since Spokane and the Tri-Cities basically serve as service hubs for the inland Northwest, and none of the areas with links to Spokane are populous enough for rail to make sense.

Why would such low population density states need it? West Virginia is 29th in that metric (also has geography that would make it extremely difficult and expensive to build), Maine is 38th, Montana is 48th. They're also very low in total population, with a combined population of just over 4 million. For perspective the Paris metro has over 13 million and the NYC metro has over 20 million.

The downtown cores of Seattle and Portland are somewhat walkable, particularly if you're visiting as a tourist or on a business trip. If you're living here though, the Northwest is not very accessible without a car since you're going to end up with certain amenities that are just not conveniently accessible via rail or bus.

I know some Seattleites who live the carfree life and they universally end up having to uber or bum rides frequently.

Because we prefer to use the cars we own. That said, the largest metro in New England (Boston/5 million metro) has a big public transportation system. Outside of Boston, New England is mostly small towns and smaller cities. The next 4 biggest cities in New England combined don't add up to Boston's population. In America only big cities have the need for public transportation as well as enough passengers to make it economically viable. We don't need light rail to travel the 10 miles between a town of 15K and the next town over of 25K.

The answer to this is too complex to fit in a pol post but ultimately it comes down to priorities. Most places did not engage in urban planning like Europe did, and where they did it came down in favor of cars both for economic and individual preference reasons. The US adopted automobiles with gusto and the postwar prosperity boom meant that basically everyone had a car. Therefore public transit was heavily deprioritized even in areas where it made economic sense, because the car lobby both from manufacturers and the AAA (basically a sort of auto driver's union that was very involved in lobbying for roads and highways in the early-mid 20th century) wanted more focus on building roads and establishing an entire economic system based on their product/area of focus.

Which has had both positive and negative results. Urbanists end up getting very myopic about this and focusing on the disadvantages without taking into account that high car ownership in the US has made our workforce significantly more mobile than the workforce is in Europe which is one of the reasons Americans across all classes generally have higher wages despite having lower unionization levels and less workers protections in general.

It's not "walkable" if you need transit to get to work, which is, in practice, just the government restricting where you can go and by what means. It's just dense and restrictive.

Funny how Europe, despite thousands of years of a head start & hundreds of millions of more people to tax, and somehow they still requires the greatest nation in the world, the USA, to keep them afloat. All the while the USA is paying for most of NATO, as well as funding a parasitic nation in the Middle-East, and still winning.
