While the distance between the French and Belgians is not so far it does still exist, and that difference is much greater across further distances.

There are things you don't know about from the outside - the intimate things - that turn out to be very important. It can be done but it is not a simple matter, requires a specific type of person, and for the great majority is not a good idea.

Point is that the dustance between two neighbouring French and Belgian towns is far smaller than difference between rural Ohio and NYC. Yet one is ok in your book and the other one isn't. Simply because Ohio and NYC are within same borders and French and Belgian towns aren't.
