American chips are an espionage vulnerability.

If you mean chips for smartphones, it's a bit complex. Chinese phonemakes don't need american chips for the Chinese market.
They only want american chips for the Usa/EU market, this is just an export bonus for China, but they don't strictly need qualcomm for this.
Especially in the low/mid end, China has plenty of options.

Desktop computer chips, it sort of similar. Chinese brands like Lenovo depend on american chips, but only for exporting laptops to the west.

Datacenters should not use american chips, they are an espionage risk.

This is the propaganda the americans used to keep chinese network hardware out. Hardware can be inspected, and it can be prevented from "phoning home." It's simply a fact that china will likely need another decade before they can produce chips of the quality they need. If the americans offered to lift the sanctions, that would be the only thing I think they would consider.
But the whole thing seems strange anyway. Especially since the americans just recently imposed new sanctions against chinese companies that supply iran with drone technology. Who would provoke such a loss of face to a negotiating partner shortly before a negotiation? Especially if the negotiating partner is asian.
I really can't make sense of any of this. If I'm just speculating, maybe trump is offering to abandon the international USD if china buys enough US goods to offset the trade deficit. But that's a crazy idea.
