Some countries have the PBS subscription mixed in with their electricity bills, so they have no choice.

In my country they changed the law a few years back. Before that, only people who owned a radio or a TV had to pay the fee. Now every person above age 18 has to pay $428 annually, regardless if they own any electronic device that could have access to any broadcast or not.

That's not how it works. The TV license money goes to a private company, the BBC, and they only has a small number of channels. These laws force you to give money to a private company even when you're not using their services. You still have to watch ads when watching non-BBC channels.

i think the idea of a national state run broadcaster is hard for americans to really understand, and i dont say this as a complain really. imagine that NPR is run by the government, is available absolutely everywhere in the country and run multiple different channels both of TV and radio. If you want to watch it, you pay a yearly fee, which they call a 'license' because it was created back when radios were the only thing going and the term was used in the same way that a radio ham must have a license to operate his radio on the air.
Now imagine that less and less people want to watch and listen to what NPR has to offer, so the government thinks to scrap and license/subscription fee and just guarantee NPR all the money they want every year instead.
