we know roughly the genes that turn chick embryo snout (it looks like it is becoming a lizard snout in its early stages but then it turns into beak) into a beak, all birds have that, this mutation appeared 200 million years ago and has never gone away

maybe beak was beneficial for birds, maybe they survived regardless of having a beak and their best ability was flight

Incorrect.
You need air density, not oxygen.
More oxygen means you have more issues with nitrogen fixing or plant respiration.
Either make the planet smaller or increase the atmospheric depth.
