Presidents don't legally have extensive controls over the economy or things that could directly impact the economy by themselves. But when none of the checks on their power are willing to do anything to actually stop them? They might as well have.
There is a difference between exogenous and endogenous shocks to the economy. Stuff like COVID can cause shocks to the economy that a president can't control. Causing shocks with increases in tariffs or causing a war that shuts down the Strait of Hormuz is something within the president's control.
