Latam was small city-states when the spanish empire collapsed, whether they unionized into something bigger like Mexico or remained small city states like Guatemala really just depended on whether it would make sense at the local level to do so. Specifically in the Mexico-Guatemala case, Mexico was a clusterfuck of competing states to be the capital, and Guatemala would stood no chance against Mexico's bigger states. So Guatemala tried to form a Federation with the other central american states, but that failed too, for the same reasons.
