There are millions of nonwhite people who consider themselves natural members of the ethnicities you mentioned for historical reasons and because they or their parents/grandparents were born in those places. This isn't the same as saying that "all brown haired/eyed European people aren't white," but there are a lot of brown hair/eye people in Europe who actually aren't white.
