If the US of A reduces troop deployment only in Germany but increased presence in Baltic states and Poland, then Germans would be laughing because security situation would even improve for them. But when also rotations in Poland/Baltic tigers are reduced, it makes more sense because it limits deterrence on the Eastern NATO flank where Russia might be potentially the most active
