Unclear yet, but the idea is with the advancements in design to diffuse and reduce the portion of the sonic boom that would be transmitted downward to people on the ground way more flight paths could be opened up than was present at the time Concorde was permanently grounded. With the increased pathing options a greater economy of scale could be established. I believe there was already some legislation or executive order signed to relax restrictions on supersonic flight over the continental US in the last year or so. And I think there's a second company working on hardware right now as well other than Boom.
