They are "data centers" filled with your information that they use to create profiles on every single citizen then that information is sold to the government, law enforcement, advertisers, banks, the irs, corporations, etc. It requires vast amounts of electricity to run the computers that are used to parse all of this information. It is a huge upfront cost to break the inertial barrier of it becoming viable but after a decade or so many of these centers will just be prime land these companies own as they are phased out when the "data" is in a more streamlined state.
Who knows, maybe the land will be converted into new prisons to house the otherwise non-criminals these institutions are going to create.

This is the real push for smaller carbon footprints for the masses. All energy will be bought up by these datacenters and not be available to people. The datacenters will pay a carbon tax.
