I'm not convinced by your working out, it still relies that Reform are going to muster up enough apathetic voters who didn't vote last time and have it counteract both Labour and any Restore and Conservative vote-drain (still plenty of toffs who won't vote Reform but will vote Conservative). I'm not overly confident in relying on council votes as a prediction for the GE, I get that won't be convincing to you -- that's just on me. I do think Reform will get in, at least under an apathetic left with Starmer as they will be split between Greens, LibDems and labour. But a left that finds some unity, under a competent enough leader like Burnham (or at least, one that's a fresh-slate) will provide a greater challenge to possibly just hang on by pulling back the vote-split. Only way I think this can be beat as if I look in to Council votes and see if the left vote split in areas where reform one, would've beaten Reform had this split not occurred but again I don't take much stock in council elections as people's voting behaviours are different there.

How is any government meant to implement deep rooted reform when civil servants are a law unto themselves. Labour pandered to them, look where that's got them. The conservatives make nothing happen. Is that them, is that civil servants or both. If reform ever do win an election they'll face the same problem.
