Ukraine on the other hand partners with EU industry and has enough capacity to export. As for the US, of course one factor is the perceived lack of stability due to Trump, but there's also the fact that (1) India has much more experience with Soviet hardware, which Ukraine has too, so there is interoperability as well as design conventions that goes into Ukrainian hardware, and (2) Ukraine offers a better price-benefit ratio for systems that are not quite as good as the shiniest US ones, but which are still very good (mid-range).
