Because your average Ukrainian knows damn well that whether they're under Russian or Ukrainian controll changes little in a way of implications. Passionaries on both sides all got killed during the first years of conflict and now it's pretty much elites on both sides throwing mercs and conscripts to the meatgrinder, in hopes that other side runs out of warm bodies first. And they will keep doing that as for either elite the defeat will be a political suiscide, likely followed by physical removal.

There is/was you just don't read about it due fog of war and the fact that part of the population are ethnic russians and the other part ethnic ukies don't give a shit who robs them via taxes. I would expect that most of it is tied to "X russian soldier killed Y's family for Z stupid reason". This kind of shit is 90% of the reason partisans and uprisings come along.. ever
