Sure, but there's nothing that hard locks solar panels to China. A good portion are manufactured outside China, about 20%, in countries including USA and Vietnam. They are made from abundant materials. Contrast that to geographically hard locked uranium. Solar and Wind can be built from universal materials distributed sufficiently in much of the globe which is what makes them so good for independence.
