If the government operates with 0 profit and runs as efficiently as a private store the savings are trivial. But it's not going to be as efficient, so they'll rack up massive costs. If the prices are too low it'll encourage runs as people resell that while being massively subsidized by tax dollars. If prices are too high no one will use them.
