My gut says it hasn't based on what it historically has done in Argentina. What are the chances that all of the disembarked passengers did not transmit secondarily to someone. The thing is we know the death rate is very high, so infectiousness would have to be uncorrelated with deadliness for this to make sense; superspreaders would have to be unusual specifically as regards infectiousness, but not disease severity overall. Unless there are actually widespread nonserious cases and the death rate is much lower(blood sampling the entire cruise ship could have tested for this).

As for it actually spreading right now I don't discount that possibility, but that would mean a literal cover up at this point, wouldn't it?
