You have to understand the American mind and penal system.
There's really three types of punishment:
>Take away the person from society so they aren't a nuisance anymore
Think gulags, prisons in general, executions.
The point is: "you can't play by the rules, then fuck off away from my playground."
To some extent, that's the basic role of modern prisons.

Some justice systems try to favor reforming felons so they can be reintroduced in the population.
>Punishment
That's where the American system is truly at. Americans treat their criminals like children (because niggers are retarded). They believe spanking someone hard enough will reform them, at best, or prevent others from doing crime at worst.
So, when you have a international criminal like Maxwell, you give them the worst punishment. Max security prisons fit the description, because that's where they send all the insane criminals they make movies about.
Americans don't rate their criminals on the danger they pose, but rather how hard they want them to suffer.
