Isn't it a matter of concentration and size of the deposit? Poland has, on paper, known deposits of shale gas, uranium, oil and some more exotic minerals. In practice, the extraction and processing would be expensive, the output would be microscopic and it would be cheaper to simply buy it elsewhere.
I wouldn't be surprised if Russians wanted to seize the all oil and gas in Azov Sea, and the whole war was just to stop Bursima from becoming a competition.
