I checked the source and it does not mention a water frame but a "Riemengang" (synonymous with Flechtmaschine in German) which translates to Braiding machine and not the water frame... Indeed, the German Wiki entry for Flechtmaschine states outright that Bockmühl didn't even invent that (braiding machine) but only made incremental improvements. The braiding machine was invented in 1748 by an Englishman going by the name of Thomas Walford btw. The second given source is from a "tips for tours" website...
