Kentucky has mail in voting so this is extremely easy to do. This is also what the Democrats did in 2020. Its not technically illegal and its why Trump couldnt prove the election was stolen despite the Dem turnout looking so weird (and yes, this is why there were weird spikes of pure Dem voters, because it was literally trucks full of harvested ballots getting dumped at once). I wouldnt rule out the idea that voting is completely fake and that these numbers show it, but the 400% increase in turnout for this literal who (all from boomer voters) is exactly what ballot harvesting aims to do. They probably had entire IDF squads patroling every retirment/assisted living home in the district literally collecting a vote from every single boomer.
