They don't want to hire new people but they want to look like they're trying to hire new people and are growing as a business that benefits them somehow like government subsidies if they are actively hiring people so they put a bunch of these up and if someone white!/any color puts in a resume it gets shredded because they just want to look like they're trying to hire people
