Basically when effectively everyone is a farmer, then nobody starves.Also since not all lands can sustain agrarian cultures, then they won't be able to sustain their own populations if they all have to farm for their own food to some degree.It all ends with either massive population controls alongside with migration from the cities to pretty much everywhere evenly or with the death of millions that live in olaces that can't sustain farming to any considerable degree

You can give them machinery and knowledge to farm using modern methods, but they aren't going to perform the maintenance and won't be as efficient, and in fact the corrupt politicians would seize the machinery and produce or allow others to do so (poor countries don't have a solid principle of private property, which is why they're poor).*Because poor childhood nutrition is a major cause of mental retardation, which leads to lower economic outcomes, and being stupid and poor makes people breed more.
