There is actually a lot of debate with interesting points. I'll give a few:

Italy - Obvious reasons

Greece - They were 'romans'. The byzantine distinction came after to differentiate both parts, but for centuries they were Rome. Since they lasted more, the "continuity" claim is strong.

Turkey - While I strongly dislike them, they could get the conquest claim. They conquered Rome (or Constantinople), and for a while, the sultanate of Rum existed. Still, fuck this claim.

Russia - Blood claim. At the fall of Constantinople, the Tsar Ivan III (the Great) was married to Sophia Palaiologina, the niece of the last Byzantine Emperor. So, you get the idea. Still, pretty dubious.

France - In the middle ages, the Holy Roman Empire could arguably be seen as a "successor" to the western Roman empire. Since Napoleon destroyed that nation, France holds a, in my opinion, dubious conquest claim.

Spain - Legal claim. In 1502, the last titular Byzantine claimant did give his imperial titles to the Spanish monarchs, Ferdinand II of Aragon and Isabella I of Castile. After Constantinople fell, the imperial line continued through the Emperor's nephew, Andreas Palaiologos. Impoverished and without an army, Andreas eventually willed his rights and imperial titles (which included the Byzantine crown) to Ferdinand and Isabella in June 1502.

This makes the current king of Spain heir to the title of Emperor. There are others, but his is the strongest. Plus he is still royalty and other emperors did come from Hispania.

With this, I'd say the strongest claims could be in Italy, Greece and Spain.
