Because technology DOESN'T EXIST to remove them at scale. You can buy a cheap $300 US made Reverse Osmosis system, install it under your sink and it'll work for your drinking water, at 1 gpm flow. But at municipality level there may be a massive pipe and a huge flow. You can't remove them at that flow.
