We know roughly how much baseline services a given citizen consumes at every stage in their life. We know how much an individual pays in taxes each year from their tax return. If they're a client of some form of social assistance, that adds to their consumption. You subtract their total draw from their last years' payment, and if the resulting number is positive you get to vote.This instantly eliminates all welfare cases, almost all browns, all government workers, and almost all boomers. The only people with a say in governance should be the people with a stake in it. If the new restricted group of voters votes to cut services, it will lower the financhial threshold for voting and increase the size of the electorate to include poorer people. If the voters decide to cut taxes, it will shrink the electorate while making everyone richer. The system balances itself every tax year and election and makes democracy directly responsive to policy.A country running on this system removes the main flaw of universal democracy, which is that takers have every incentive to vote themselves more and more benefits at the expense of the makers. Restricting voting to net contributors instantly raises the IQ of the voting population back above 100, because stupid people tend not to make enough money to offset their services consumption. It makes voter fraud, which relies on fraudulently using the votes of the homeless, poor and seniors, who are all now non-voters. There is literally no downside.
