I think the idea is basically that it spooks investors. If the interest rate goes down too far too fast, when compared with something like expected bond yields, it implies there's something fucky at play and basically people get too scared to buy up Russia's debt.
That pushes bond yields even higher because there's no demand, or, it triggers a panic, people start trying to find clauses to escape from contracts yada yada. Kinda like a bank run.
