The answer is dollars. They need dollars. But foreign governments can't make dollars, can they? So the dollars had to come from somewhere else first. Operationally, it's very obvious that the bonds are actually not involved in the creation of the dollars.

Inflation is governed more by goods and services available than the quantity of money or credit in existence. If other countries did not want to save in dollars or buy things from the United States, they could just save and hold a different currency. The only thing that effects the US is the real resources it has at its disposal. The vast majority of that debt is to domestic lenders, aka US banks. Many of whom are the same banks that we accrued a big chunk of that debt bailing out in 2008.
So, technically speaking, fuck em. Just tell them that we're not going to pay it back in full, and they can deal with it. If you want to be NICE, institute a cap saying that "any loan we took out from you, will be paid back to a maximum of 110% of the amount borrowed. I don't care what interest rate you say we have with you, or long long you wanted the compound interest to last, once that 110% threshold is reached we're done and that loan is considered paid in full."
They made back the money they lent out and then a comfortable profit besides. The fact that they thought they could bilk us for more than that is their problem.
If we did it like that, a massive chunk of the debt would instantly disappear because there are loans that we've been "paying the interest" on for decades. They got their money, cut them off.

Importantly, only do this for domestic banks. If we borrowed money from another country, we'll honor that agreement because we don't want to shit where we eat internationally. But the domestic banks have been robbing us blind, and if doing this causes some of the to collapse then they should be thankful that we graciously gave them an extra 18 years before their bad decisions caught up to them.
