Sorry, my baguette bro, but you are a midwit regarding this. It's not just abstract LEDs vs abstract incandescent bulbs. Reality is much different.
Firstly, there are a fuck ton of non-LED laps. From mercury and sodium (why the fuck sodium, burger bros? are you retarded? it should be natrium) to fuckin' xenon and such. Same with LEDs, they aren't just some uniform generic thing and their actual IRL stats differ quite greatly depending on a fuck ton of factors.
Secondly, pretty much no one used regular home-tier basic bitch incandescent bulbs for street lighting. People usually have used sodium lamps for street illumination and those often are more efficient (in terms of lumen per watt) than basic bitch LEDs lmao. Yes, really. Depending on the type, sodium lamps can do 200 lumen per watt, while it takes very good LEDs in very good conditions to top that, generic ones cuck out at around 120 lumen per watt.
If you want the real nitty-gritty of things, then add this:
- many LEDs are marketed at a specific power, while not actually reaching at in any way shape of form, some lie that "well, we've specified how much power it is an equivalent to regular lamps", some just lie because they know nobody would bother to test that shit in a lab;
- LEDs differ in efficiency depending on how they are used, such as depending on the temperature and also how "utilized" they are, basically many LED laps have LEDs pretty much "overclocked", which fucks them up;
- yes, the mythical super-reliability of LEDs is a thing... but only when they're not overpowered to shit and not cooked by the temperature, which happens more often than not;
- the "saving money" factor is 9 times out of 10 bullshit where more powerful (in terms of light) illumination is replaced with less powerful based on LEDs, so the street fuckin' looks darker lmao;

- there's also the issue of how the light spreads from LEDs, i.e. they can be narrowly directed or widely directed, the narrow ones concentrate the light in a small area and do look kinda okay in terms of brightness, but... you'll be looking at a patchwork of bright spots in a dark street when lamps are upgraded 1:1, otherwise if you use LEDs with a wide spread then you'll generally be looking as less light overall and a darker street;
- why not install more LED lamps to compensate? because it will kill the "power efficiency" that is being sold;

What you see when those LED street light go out is specifically because they're overpumped in terms of power to get at least somewhat normal amount of light from them. Hence why they die out quickly, without showing the "super reliability" one would expect from LEDs.

Like don't think I'm some LED hater - that shit is magical for electronics, LEDs based backlights for LCD screens were a godsend for everyone, from a portable gamer to laptop users to desktop PC users and such. But people oversell them on their specs, lying and scamming clueless fucks without basic bitch knowledge of shit, because they look modern and new. And became white light at night supposedly "looks more premium" lmao.
