Why would they raise interest rates, that would make credit more expensive and stifle business.They actually want some low inflation. The new policy is that Japan escaped those decades of deflation and wants to stimulate spending. Higher interest rates would discourage that. It would encourage saving, ie buying bonds.I think their problem is that they can only fix their currency by selling more dollars but they don't want to overdo it and attract the USA's ire. So that's why the USA considers buying yet itself, so that Japan doesn't have to sell dollars and thus send a negative signal to the market about US assets.
