Japanese government is buying their own bonds to boost yen demand, but to raise the money to buy yen bonds, they are selling US bonds. The US does not want Japan to sell US bonds, so the US is instead buying yen bonds and encourages others to do so. End result is yen value is propted up and Japan doesn't have to sell US bonds
