Technically speaking, can't I just build my own license plate scanner and plop it down in front of my house and record every single person that drives by? There is no public expectation of privacy, so as long as I just point it at the street then what's stopping me?

And if such is the case, surely nothing is stopping anyone from creating open source software that anyone can flash to a raspberry pi and plug up a ALPR cam to, connect it to their home wifi, and have it automatically scan license plates and store them in a free open source public domain? Where absolutely anyone can query it? Creating a completely open-source community of ALPR enthusiasts and privacy-violation enjoyers?

If there is no expectation of privacy, then everyone should be allowed to access all information about everyone whenever they want. That's what I say.
