Russia’s Federal Protective Service has designated a 6,446-square-meter protected-object zone around the Kremlin filling station on Volkhonka Street in central Moscow, banning drone flights, ground unmanned vehicles, trade, mass events and organized tourism on the plot opposite the Cathedral of Christ the Saviour.
FSO Director Dmitry Kochnev signed the order on Aug. 7. The Justice Ministry registered it and published it on Sept. 8. The text does not name the station. It lists cadastral quarter 77:01:0001018 and coordinates that cover the site between Volkhonka 14 and 16.
Inside the zone the order prohibits flights of unmanned aircraft of any maximum takeoff weight; use of unmanned ground vehicles; mass political, sporting, cultural and entertainment events; and commerce. It also bars apartment buildings, hotels, shopping and entertainment centers, helipads, underground parking, bomb shelters, communications structures, advertising installations and the organization of tourist activity. Water, gas, sewage, heating and power lines must be laid at least 30 meters from the plot boundary.
The station, built in the 1930s and attributed to Alexei Dushkin, is the only operating filling station within Moscow’s Boulevard Ring and is reserved for official and government vehicles. It is an identified architectural monument and the only realized fragment of the unbuilt Palace of Soviets. A draft order with the same area and restrictions was posted on the government regulation portal in July.

Prosecutors said that while Kuznetsov headed the General Staff’s 8th Directorate in 2021–22 he helped Martirosyan’s firm win hotel contracts worth 372.3 million rubles for cadets at the Krasnodar Higher Military School. In return, they said, Martirosyan bought land on Griboedov Street in Krasnodar, built a 1,125-square-meter house and registered it in the name of Kuznetsov’s wife, Yulia. Investigators valued the property at more than 80 million rubles; the figure used for sentencing was about 62.7 million.
Kuznetsov was detained in May 2024. He later headed the ministry’s Main Personnel Directorate. Both defendants denied guilt. The trial was closed. The defense said it would appeal. Prosecutors had sought 14.5 years and a 480 million-ruble fine for Kuznetsov.

Russia’s central bank found almost six times as many illegal lenders advertising online in the first half of 2026 as a year earlier, even as its overall haul of unlicensed financial schemes fell.

Finance Ministry data published Wednesday put the January–August shortfall at 5.795 trillion rubles, or 2.5 percent of GDP, down from 6.455 trillion through July. The 2026 budget law targets 3.786 trillion, or 1.6 percent of GDP.
August revenues were about 3.82 trillion rubles and spending 3.16 trillion. Sberbank accounted for roughly 425 billion of the dividend intake; VTB, Dom.RF and Aeroflot also paid. It was only the second surplus month this year, after June. Without the dividends August would have been near balance.
Revenues for the eight months rose 9.2 percent to 25.929 trillion rubles. Spending rose 14.7 percent to 31.724 trillion. Oil-and-gas receipts fell 16.7 percent to 5.019 trillion. Non-oil-and-gas revenue rose 18.1 percent to 20.91 trillion, including 11.334 trillion of VAT, up 26.3 percent after the rate increase. The ministry said a weaker dollar and lower oil prices in late 2025 and early 2026 cut energy taxes, and that early contract prepayments pulled spending forward.
Freedom Global’s Vladimir Chernov said the eight-month deficit was still about 1.5 times the annual plan. Economist Kirill Rodionov said the gap may widen again by year-end and that tax rises could return to the agenda in the autumn. The Kremlin said the figure should not cause strong concern. Finance Minister Anton Siluanov has already flagged a possible upward revision of the deficit.

She said the war was growing more expensive and that Russian strikes on industry, ports and infrastructure had cut revenues — by about half the expected amount in the latest month.
Prime Minister Serhiy Koretskyi told lawmakers the government had redirected about $1.6 billion of domestic funds and that partners had not fully met commitments. Defense Minister Yevhenii Khmara has cited the same $27 billion hole. The New York Times reported that some European officials want a clearer account of how the shortfall opened and whether all of it must be filled this year.

The MEP letter is political pressure, not a binding act of Parliament.
