The legacy of West Coast aerospace is still going to keep CA and WA as enormous draws for talent, which will preserve the relevance of their universities. I don't really see the Great Lakes, I-85 corridor, or Texas Triangle being anything more than a distant third.

US and UK only got compulsory elementary education widespread in the 1870s and onwards. They even had multiple types of tutors that they hired at the same time.
