Honestly, I think they're aware of it and working to fix it but it's hard to back out of obligations.
Look at Forbidden Door. I didn't watch, but, from what I can see, there were only about 12 New Japan guys there and quite a few matches didn't feature any.
What I really find telling, however, is the fact that Stardom only had one performer there: Bozilla, who's been with the company a few months, isn't Japanese, and probably headed to AEW eventually anyways. And like it or hate it but Stardom has more momentum than New Japan at the moment, is in a better position to negotiate (most prestigious women's company outside WWE), and seems to be better protected.
I personally think Bushiroad is pulling back but doing it gradually because, for better or for worse, at the moment they depend on AEW to some degree.

One of my dream scenarios was for WWE to buy AJPW. It would acquire the rights to all the old AJPW footage from the various entities that own it. Build around that legacy and create a Western style/puroresu hybrid that still had a sports feel but would lean more into theatrics (on a level that Japanese audiences would be comfortable with - not *too* over the top).
The company would still keep the basic structure but you'd have WWE/NXT guys show up for shit like the Champion Carnival and whatnot. And it all could be had for dirt cheap (and there's some pretty solid talent in All Japan anyways, they just lack a big platform to work on).
Always seemed like the best way to infiltrate the market to me.

I want there to be as much money flowing into the wrestling business, but not into the hands of Tony Khan, as possible.
