He's not pushed because he's one of those guys with all the tools to be bigger than the company itself.WWE doesn't want that. The company is the star and wrestlers are only allowed to be stars within that context. They don't want to build a guy who could go elsewhere and continue to be a draw on his own merits.They only build guys who are lifers, either due to proven loyalty or due to having gimmicks which depend on being in the WWE. There are a few exceptions (Cody, given he was a huge FU to AEW) but this holds true for most of the roster.
