They all are. These are the same fans that complain AEW has too many ex-WWE guys. The ones that complain people are being fumbled in WWE all because not everyone can be in the main event picture at once. Smarks think a person is only relevant if they're competing for the world title because they think titles are always the main goal. These are also the same people that think another toy in Tony's chest of over 170 toys is what AEW needs. They think Tony would totally book Drew into some mind bending level and not just rehash shit he's already done but against Orange Cassidey or Daniel Garcia instead.

WWE doesn't want that. The company is the star and wrestlers are only allowed to be stars within that context. They don't want to build a guy who could go elsewhere and continue to be a draw on his own merits.
They only build guys who are lifers, either due to proven loyalty or due to having gimmicks which depend on being in the WWE. There are a few exceptions (Cody, given he was a huge FU to AEW) but this holds true for most of the roster.

a lot of people already have given up on drew. his pops have been gradually declining week to week over the last year. marks aren’t stupid, they know when it’s pointless to get invested in a guy that always, consistently loses in the most important moments.
