I think it's a combo of:- Lucha was banned from Mexican TV until about 1989. It's hard to spread without TV.- CMLL was affiliated with the NWA and wasn't going to expand to the US.- Guatemala, which is the next nearby country, actually had a good lucha scene of their own.- Mexico is very very big. Mexico City is almost 600 miles from the southern parts of Texas. Some of the western parts of Guatemala are around 700 miles away.- Mexico is also poor.

They're second biggest in terms of weekly attendance, which is excellent, but it's concentrated in three cities, in venues the company owns. They run a hot territory, more or less.Maybe if they did expand their market they could be #2 behind WWE, especially with everything else losing ground lately, but they're obviously behind AEW and NJPW on an industry wide/international scale, even if those promotions are drawing poorly week to week.
Even if CMLL was going to expand in some weird scenario it'd just be to maybe build a new stadium in a different part of Mexico. They're comfortable with their position and far as they're concerned if their luchadors want to do stuff outside of Mexico they can work with CMLL partners like AEW or NJPW. I do think they're missing easy money though not having English commentary and some basic English translations thrown up on their Youtube and website though.
