Bayley was mainly produced by WWE and gained her skills in NXT. Which means that she spent years before this with scripted promos and rehearsed events. All of Raw was like this during that time and was heavily enforced. Raw Talk was designed to be an unscripted in character "shoot" type of segment, which most of the talent was not used to. Bayley just didn't have the skills to improv and she also didn't realize that she would have to cut a promo.Some talent knew how to handle that kind of segment but most don't. Compare it to the Miz/Danielson segment. Miz was fantastic but it was still a rough promo because it wasn't rehearsed.
