It started because Jey kept yelling it at that press conference where he and Cody were shitfaced and people thought it was funny so it became Jey's catchphrase and they had giant foam hands and a hand motion and Michael Cole and Pat McAfee would literally take minutes from Raw to tell the audience how it's the hot new craze and they should do it.

It's basically Fandangoing except lamer but it got over because Jey isn't white like Fandango. Also, Fandangoing was less about Fandango and more the first instance of shitty Brits and Euroids hijacking the show with their gay singing in an attempt to get themselves over.

Rap has never dominated WWE. Most of it just doesn't work that well as music for wrestling. A PPV/PLE theme here and there, a promo occasionally. The way it's designed doesn't work as well to pair with something like wrestling. Watch any movie that has a lot of rap in the soundtrack. It just doesn't work as well.

There are way more non rap songs that could fit in a promo like the Wrestlemania 17 Rock & Stone Cold one, than rap songs.
