Purely technically, Gable (though Vaquer is better at overall in ring storytelling, notably selling)
For overall in ring work, I still think Gunther is one of the greatest at having a coherent good match that gets both wrestlers over out of anybody, but I'm also pretty sure Vaquer could get there
