The gamble, I'm sure, was that this would make it seem like stuff like this could happen by surprise. Even though James Brown and the audience for WCW in 2000 weren't a real big crossover, it was still kind of neat because Ernest Miller was telling everyone he was friends with James Brown. And this was the payoff. I watched it live(probably through scramble vision) and was like "huh, that's James Brown. Neat"

Music is such a specific thing, yes James brown is an icon but not everyone wants to go to a James Brown concert and even less want to watch one on TV. Obviously doomed to fail, but they were playing with someone else's money and this was fun for them.
