It almost never works out positively but that's the justification. I think in reality it's just local politicians wanting to get VIP access to things for free and get their dick sucked like with FIFA and the Olympics.

The summer slam thing was because the government gave covid money out to the states to spend on events that attract tourism so NJ spent $7 milly on summer slam because in theory it would generate tourism tax revenue and people would spend money on local businesses because they would be in town for summerslam and they had to use the money or the feds would take it back.
I'd assume the texas small in situation is similar
