They are probably true, because so many wrestlers from that time have talked about it and i don't think all of them are lying. Some of them probably are lying for attention but there are too many credible witnesses to dismiss these allegations. Ok I'm just gonna come right out and say it...I believe that Vince killed Roddy Piper and several others for speaking out about the ring boy scandal. Why do you think they downgraded Piper to an occasional guest star in the 90s, even though he was still a massive draw? I know what I asked around once and what answer I got.
If H got that sort of prototype stem cell treatment, which at the time wouldn't have been from his own body but from seriously young involuntary donations, it stands to reason everyone else with a major injury who "suddenly recovered so miraculously soon" had the same treatment, and that other can be repairing their bodies / extending their careers with it too.
