that's nearly every title reign in aew. when they have a plan (road to hangman 1st win, toni vs mariah) they do it well, but they rarely have a plan after the big win. hangman's 1st run was trash because all they could come up with is some shitty adam cole callback to indies shit no one knows or cares about. other than mox vs everyone there are few noteworthy rivalries between champion and challenger in aew. most of the good feuds aren't for a title. even kenny's reign was mostly collecting belts from one-off challenges.

Counting non-caucasian, it's 21 (yes we're including cody)
The shows are a majority caucasian presence, so it makes sense, and four blacks are on tag teams on separate shows, which gives them less chance to shine. The numbers thin out even more when they don't get pushed because other caucasians or non-caus get pushed instead.
