Tsuji vs Takeshita would be the match (ideally NJPW would have given this weird mega push to someone other than Takeshita). Lean hard into Takeshita as the "arrogant foreign heel" and make WK Tsuji's crowning moment. That's the only match that would mean anything. Tana already had a passing of the torch match with Uemura, already faced the Reiwa Muskateers, already had the big heel vs babyface match with Evil, etc. There's nothing left for Tana to do except face his dojo rival Nakamura.

He's literally the last person on the roster with even an ounce of rub to give and it's desperately needed now more than ever.

I think part of the problem is that initially they wanted it to be Shota but Shota's never going to be "the guy", at least not if he's anointed as such.
The only way I see Shota getting over is by pulling a Naito, but who knows if he has that in him.

I remember when these guys first started returning from excursion and everyone talked about the Reiwa Three Musketeers - on Yuya's return I thought he would shine brighter than the other two. The only reason they might have held back on him was his G1 injury (last year? Can't remember).
My third choice would be Oiwa and I almost wonder if they're just waiting for him to get a little more seasoning before pulling the trigger. The fact that he spent so much time with Kiyomiya and Anzai, the young faces of NOAH and AJPW, makes it seem like that's the plan.
