The real reason it'll never be as popular again is because more and more every year since 1999 our attention has become more and more split and spread out across different forms of media consumption. Everyone's become split up into their own bubbles and algorithms and for you pages. There's a shred of pop culture left these days. That's what made wrestling that popular in the first place. Once the WWF took cue from ECW and started the Attitude Era it was this perfect piece of the counter culture going on at the time with MTV and grunge and South Park and everything else at the time. It was fleeting as anything like that will always be. There was never going to be some sustained mainstream popularity for wrestling. Not if Austin stayed face. Not if we got Sting vs the Undertaker in the Invasion. Not if Triple H lost the belt sooner. None of that mattered
