What are the kayfabe properties of this move that make such a worthless-looking attack a pinning combination?

The cooler a move is, the more devastating it is. Simple as.
Conversely, as time wears on and a move becomes less cool looking, it looses power. The big boot and leg drop retained its power in the 90s because Hulk Hogan was the one doing it.

That may be so. But it still looks weak as fuck. Only worked because it was the 80's I guess. When you compare it to finishers like a powerbomb, piledriver, razor's edge, chokeslam, sweet chin music, diamond cutters, scorpion death drops etc it's awful. It has no impact.

One of the biggest differences between WWF and its competitors at the time was the emphasis on theatrics (much as it is today). I'm a little tongue-in-cheek in this conversation because I'm more of a purist (I was WCW all the way back in the 90s). But this move was on brand for WWF.

It was psychological more than it was impactful. It was never a "flash finisher," Hogan couldn't execute it early into a match. The opponent had to be worn down but, even more importantly, it always happened after the opponent was certain Hogan was defeated... but he never was. You could beat him down, use every trick in the book, have your entire faction whack him with chairs but he'd shake it off. The accusatory finger was just as demoralizing as the big boot and atomic leg drop.

It was the exclamation point on his rallying cry. You tried everything but it wasn't enough. The leg drop didn't knock out his opponents, it just humiliated them into submission. You were done, if you kick out you're just getting another boot and leg drop. Stay down.
