I'm gonna lay the harsh reality on you: it's because she's in an english speaking country.
In any other land, so long as you articulate yourself CLEARLY, regardless of an accent, you can get over with the crowd. Look at fucking Kaiser in AAA, he's become a megastar there despite his sloppy spanish. They're more welcoming because they know instinctively their language is the minority, and like seeing the effort of OTHERS adapting to them.
But in America, it's so vastly different. If you have any kind of accent AND don't speak clearly, people don't care as much about you. I'm not even sure if it's a race or absurd pride thing; they just get really hung up on it in their subconscious. You've seen it before, the tons of jokes of making fun of others with any kind of accent, like chinglish, engrish, spanglish, etc. If you're not speaking on a near conversational level then they're not gonna give a shit. For some reason english seems to be hard for ESL wrestlers to learn unless they grew up in the business like Rey and Eddie. People like Asuka only have pops these days because Vince was insistent on booking them strongly, but I guarantee if Asuka debuted now she'd be right where Vaquer is and completely floundering in promos. EGA Gable was Gable being butthurt after losing repeatedly to the nu-LWO and coming up with the mask to mock them and do typical heel stuff.
EGA Kaiser is Kaiser stealing the gimmick after Gable's shoot injury, since neither Gable or the members of American Made couldn't admit Gable was EGA, all to get a chance since he was getting no screentime. Along the way, Kaiser has embraced Mexican Lucha because he's beloved there, and now he gets a chance to shine.
This is not about EGA as an actual character, it's about Gable's feud with the Mexicans and Kaiser becoming something new by elevating the fake character.

And then maybe Kaiser did it for a payday, but he discovered that he loved this newfound adoration and attention, the spotlight he never had while under Gunther's shadow, and ran with it. Then you could have Gable get upset and try to demask him, leading to a Mask vs Mask match... I guess. If you ask me though, I think what would really tie it all together is somehow bringing back to Kaiser and Gunther to culminate in a feud between them.

To get screen time. He even cut a promo in an ad break about how he was being underused in Raw, and about being mad at Adam Pearce and all. Wether they were planning to have him stealing the gimmick at that point or not I don't know, but they came up with that for him in another promo with Cathy Kelly (I think) asking Ivy Nyle and the other two dudes from AM what was going to happen to EGA when Gable was injured, and Kaiser eavesdropping on them in the background. I think it was that night that EGA Kaiser "debuted".
As for the future, it's hard to say. I'd like to see Gable coming back to reclaim the EGA gimmick now that Kaiser has elevated it, and use this to push Kaiser when he's "unmasked" since he's done a wonderful job. Alternatively, Kaiser could fully embrace becoming EGA if he wins, that would be fun too.
It's kinda hilarious this is one of the most interesting stories they have going on, and it's all because of an unfortunate injury on what was a very cheap gimmick.
