Jericho was more over than pretty much the vast majority of the roster, i don't think the majority of fans considered him a cruserweight at that point either.

It’s the culmination of all the Two Man Power trip and running down the car and the Austin Heel turn. That was a very weird year for WWE though. Or F rather. 9/11. Austin flip flopping as a heel. The Invasion just shit out instead of planned out. Vince only half heartedly doing it because everyone was convincing him he’d be leaving dimes on the table otherwise. Bringing in the hold out guys a few months after the rest. Triple H getting the gruesome injury. At some point they wrapped up Austin/HHH early with that gimmick match. HHH comes back from the injury mega over which I they were assuming. Probably the only time he came anywhere close to getting reactions like the other top guys. The Garden, all the shows in the northeast. The Rumble just mega pops. Him and Austin brawling at the Rumble and the reaction it got clearly pointed to what people wanted. Instead they got him working with Jericho as Stephanie’s bitch boy. It fizzled badly especially compared to Rock/Hogan which legend.
